Sean Murphy 35bb328342 Fix ref shortcode syntax: < > to % % for Relearn theme 
Build was failing with --panicOnWarning because the Relearn theme
requires {{% ref %}} syntax (not {{< ref >}}) for proper anchor
target attribute handling. This was the actual root cause of the
deploy freeze, not the passthrough config I reverted earlier.
